Disadvantaged Business Enterprise Programs

The State of California Department of Transportation (Caltrans) requires local agencies with Disadvantaged Business Enterprise (DBE) Programs to meet the requirements of the DBE Program and the Underutilized DBE goals (for Asian Pacific Americans, Black Americans, Native Americans, and women).

A DBE is a for-profit small business that is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged. In the case of a corporation, 51 percent of the stock is owned by one or more such individuals; and, whose management and daily business operaitons are controlled by one or more of the socially and ecocomically disadvantaged individuals who own it.

The County must make work available to DBEs and select work parts consistent iwth available DBE subcontractors, suppliers, manufactures, and truckers. Bidders on DBE projects must show they have met the goal or have made and adequate good faith effort to meet the goal.
