Project Description
The Community Development Division is currently working on zoning text amendments addressing the establishment of emergency homeless shelters, single room occupancy facilities, agricultural worker housing as well as transitional and supportive housing within the unincorporated areas of Contra Costa County. The proposed zoning code amendments are being made in accordance with the 2009 General Plan Housing Element Update which was adopted by the County Board of Supervisors on July 21, 2009.

The proposed zoning code amendments involve identifying zoning districts in which emergency homeless shelters and single room occupancy facilities could be established by right, as well as establish location and development standards for emergency homeless shelters and single room occupancy facilities. For agricultural worker housing, the zoning code would be amended to allow the establishment farmworker dwellings and farmworker housing as permitted uses in all of the agricultural zoning districts.

The zoning text amendments also include modifying the zoning code to address the establishment of transitional and supportive housing. Upon approval of the proposed amendments, transitional and supportive housing would be identified as a residential use subject only to those restrictions that apply to other residential uses.

The zoning text amendments would bring the County Zoning Code into conformance with the relevant Five-Year Program Objectives identified in the 2009 Housing Element Update and would bring the County Zoning Code into conformance with specific provisions of State Housing Element Law.
