District Five spans the north shore of Contra Costa County,including the cities of Hercules, Martinez, Pittsburg and portions of Pinole and Antioch as well as the unincorporated communities of Alhambra Valley, Bay Point, Briones, Rodeo, Pacheco, Crockett, Tormey, Port Costa, Mt. View,Vine Hill, Reliez Valley, and Clyde.

Federal D. Glover
Federal D. Glover has represented the district on the Board of Supervisors since 2000. With a primary interest in enhancing the quality of life, he has spearheaded several initiatives and ordinances that are widely recognized as making District V a desirable place to live and work.

  • Requests for Officiating at Marriage CeremoniesCalifornia Family Code 400.1 authorizes county supervisors to solemnize marriage ceremonies in accordance with Article 3 (commencing with Section 34900) of Chapter 4 of Part 1 of Division 2 of Title 4 of the Government Code. Supervisor Federal Glover, in his official capacity as District V Supervisor, is available to conduct wedding ceremonies for district constituents. The decision is made on a case by case basis, after the request is made to the supervisor’s office. All other state and county requirements must be met, including securing the appropriate marriage licenses from the office of the County Clerk-Recorder.
