Due to COVID-19, the Department of Conservation and Development has shifted our manner of operations to protect public health. All department services are available and many are now  being provided virtually by phone, email and other means. Our physical office locations are not open to the public at this time. The Application and Permit Center includes staff from Planning, Building Inspection, and Public Works with the goal of enhancing the coordination of permitting services and providing as many development-related services as possible in one office.

The Department of Conservation and Development also works on projects and programs that save energy, create healthy and safe communities, increase affordable housing, and create jobs.

  1. Short-Term Rental Permit Application are Now Being Accepted

    Contra Costa County has adopted an ordinance that regulates the renting of residential dwelling units for periods of 30 consecutive days or less. Applications must be submitted and a permit issued prior to operation of a short-term rental. Read more...
