BART Updates 

Expect weekend delays on the Antioch line due to single tracking and track closures

BART will be making extensive repairs and upgrades to the track between Orinda and Walnut Creek stations on most weekends through October, including some upcoming full weekend closures with bus bridges. Using Measure RR funds, they'll be replacing track and electrical equipment, installing new switches, improving station platforms, and making other repairs and improvements to provide more reliable, safer, quieter, smoother and faster service.

Closure weekends: 8/17-18, 8/31-9/2 (Labor Day Weekend), 9/14-15, 9/28-29, 10/12-13, 10/26-27

Lane Closures

On select weekends, BART will be closing the two eastbound lanes on the far-left side of Highway 24 to allow equipment and material to be placed near and in BART tracks. The next lane closure is scheduled to start at 11pm Friday 8/16 and continue throughout Saturday 8/17 and Sunday 8/18. The right lane of the closure will be reopened by 6 am Monday 8/19 and all lanes will be reopened by 7 am that same morning. 

 Single Tracking 

Single-tracking on some Saturdays will mean delays of up to 30 minutes. BART plans to single-track on 7/27, 8/3, 8/24, 9/7, 9/21, and 10/19.

Contra Costa Animal Services is participating in a nationwide pet adoption drive on Saturday, August 17 to help find loving homes for animals in need. More than 250,000 pets have found their forever homes since 2015 through this initiative. The cost of spay/neuter surgery, vaccinations, and microchipping will be waived.

Stop by the CCAS Shelter on Saturday, August 17 from 10am to 5pm at 4800 Imhoff Place in Martinez to give an animal a forever home!

AC5 will honor those who have made a significant artistic or philanthropic contribution to the communities in the County. The Commissioners ask that you nominate someone you feel is deserving of this award.

The nominees must be, or have been, an active supporter of arts and culture, with sustained contributions and work, that has had a far-reaching impact.   

Consider those you feel have made a difference in visual arts, music, performing arts, dance digital arts or arts education for this award. Other worthy candidates might be those who have shown exceptional leadership, vision and commitment to the growth and support of arts and culture, or organizations what have kept the arts alive through continuous or significant financial support.

These public forums, called Public Participation Hearings, will begin with a brief presentation on the proceeding and an overview of PG&E's rate request; then public comments will be heard. The CPUC Administrative Law Judges assigned to this proceeding are scheduled to write a Proposed Decision in the case for CPUC Commissioner consideration by the end of 2020.
The CPUC welcomes attendance and comment on PG&E's rate request at these public forums, as public comments will help the CPUC reach an informed decision. PG&E proposes to increase rates to meet precautionary measures to further reduce wildfire risks, including taking additional steps to harden infrastructure and increase vegetation management. According to PG&E, key drivers of the 2020 revenue requirement (the total amount of revenue needed to pay all operating costs and capital-related costs) increase include community wildfire safety program (6.8 percent); liability insurance (3.2 percent); and core gas and electric operations (2.4 percent). The 2020 proposed increase translates to a bill impact of 6.4 percent, or $10.57 per month, for PG&E's typical residential electric and gas customer.
This proceeding is referred to as PG&E's General Rate Case (GRC). A GRC is a public proceeding at the CPUC that most utilities go through every three years. GRCs enable the CPUC to set the revenue a utility will collect from its consumers through rates. To learn more about utility GRCs, see here.

District Attorney Announces Third Community Academy Class for Fall 2019

District Attorney Diana Becton announced that the Contra Costa County District Attorney's Office will launch a third Community Academy class this September. The goal of the academy will be to strengthen community relations and provide residents a better understanding of our criminal justice system.

The academy is free and is open to residents who live or work in Contra Costa County. Individuals must complete an application and background check when they apply. Residents can access an application on our website or residents may also apply in-person at one of our offices at the following locations:

The Community Academy will be made up of at least 20 residents of Contra Costa County for a 12-week course held at the DA's Office in downtown Martinez, 900 Ward Street from 5:30-7:30 p.m. every Wednesday starting September 4, 2019. The Community Academy, which is similar to Citizens' Academies hosted by many law enforcement agencies, is the only academy of its kind at a District Attorney's Office in Northern California.

The academy helps underscore the office's commitment to engaging and educating residents of Contra Costa County. Admitted applicants can expect to learn how cases are filed, the different types of crimes our office investigates and prosecutes, and the work we do not only prosecuting cases but also the community outreach efforts underway to prevent crime and to support children, parents and crime victims. 
Presenters for the academy will include deputy district attorneys, investigators, victim advocates, support staff, community-based organizations and justice partners. The comprehensive overview by our office will allow residents to get an in-depth examination and review of the criminal justice system in our community.

County Connection - Free Rides on 11, 14 & 16 Bus Routes


County Connection is offering free rides on three of its weekday bus routes - Routes 11, 14, and 16 - as part of a one-year pilot program starting on Monday, July 1, 2019. All three routes serve the Monument Corridor in Concord and connect from Concord BART to various destinations in Martinez, Pleasant Hill, and Walnut Creek, including BART stations, Martinez Amtrak and Contra Costa Regional Medical Center.

The pilot project is being funded by a grant through California's Low Carbon Transit Operations Program (LCTOP), which distributes cap-and-trade proceeds to support a wide range of programs and projects that reduce greenhouse gas emissions and deliver other economic, environmental, and public health benefits for Californians. LCTOP is one of several programs that are a part of the Transit, Affordable Housing, and Sustainable Communities Program established by the California Legislature in 2014 by Senate Bill 862.

County Connection officials hope the free ride pilot program will encourage more community members to try Routes 11, 14, and 16 and make transit more affordable for grant-eligible communities. Together, the three routes currently carry an average of 1,600 daily passengers.

All County Connection riders can get real-time arrival information and track bus locations by downloading the Transit app, available for iPhone and Android phones, or by visiting Riders also can take advantage of the availability of free Wi-Fi aboard County Connection buses.

Destination Wedding at John Muir National Historic Site

Back by popular demand, the Contra Costa Clerk-Recorder, in partnership with the National Park Service, will host weddings next month at the picturesque John Muir National Historic Site.

This Destination Wedding opportunity will be Friday, August 16th from 10:20 am to 3:20 pm. There are 16 appointments available for this one-of-a-kind venue.

Couples have the option of having their ceremony inside the historic Victorian-style home or take a stroll amid the rolling orchards and exchange nuptials in front of the Martinez Adobe built around 1849. The Clerk-Recorder has held Valentine's Day ceremonies inside the historic home for the past two years; each time couples have quickly filled up available appointments.

National Park Service representatives expressed enthusiasm at the opportunity to host happy couples on the historic grounds and share in their special day.

A civil marriage ceremony is $60. Couples must obtain a marriage license prior to their ceremony. They can obtain a public marriage license for $86 or a confidential marriage license for $90.

Clerk-Recorder Extended Hours on Thursday Nights

Summer has arrived in Contra Costa County, which means warmer temperatures and the return of the Clerk-Recorder Extended Summer Hours program.
Every Thursday, from July 11th through August 29th, the Clerk-Recorder's office, located at 555 Escobar Street in Martinez, will be open from 8:00 am until 7:30 pm.

This is a welcomed three-hour extension to the usual closing time.

Summer is an important time for parents to obtain birth certificates for school and for those seeking documents for traveling. It is also a popular season for weddings.
This is the fifth year that the Clerk-Recorder has offered this special program, serving nearly 1,000 customers after hours since 2015.

Services provided during the extended hours include the issuance of marriage licenses, copies of vital records such as birth and death certificates, copies of recorded documents, fictitious business name and other professional filings. Marriage ceremonies will be available by appointment and walk-ins will be accommodated, if possible.

The Contra Costa County Library is once again offering free BART tickets for use with Discover & Go reservations from July through October. County residents who are 18 or older can submit a request for BART tickets by clicking on the banner ad on their Discover & Go pass starting July 1st.

Bay Area Air Quality Management District: 
More than $50 Million Available for Clean Air Projects

The Air District has more than $50 million available for projects to upgrade or replace on-road vehicles, school buses, off-road and agricultural equipment, marine equipment, and locomotives. Apply online today.

The Air District is accepting applications for grant funding for projects that reduce toxic air emissions and ozone-forming pollutants from older, polluting diesel engines. Eligible equipment includes medium and heavy-duty trucks and buses, mobile construction and industrial equipment, marine vessels, locomotives, and school buses.

Applications are currently being accepted on a first-come, first-served basis for all equipment categories. Eligible project types include:
  • Equipment/vehicle replacement - replace older heavy-duty equipment/vehicles with newer and cleaner emission-certified equipment
  • Engine repower - replace older engines with newer, emission-certified engines
  • Power system conversions - convert existing equipment to operate on electric or hybrid power
  • CNG tank replacement - replace on-board compressed natural gas (CNG) fuel tanks on school buses
  • Infrastructure - as part of an eligible equipment project, install alternative fuel or battery charging stations to support new vehicles or equipment 
Authorized by AB 617, the Air District is working with local community residents through the Community Health Protection Grant Program to employ proven and innovative strategies to improve community health by reducing exposure to air pollutants in neighborhoods most impacted by air pollution. The Air District is offering over $50 million in grant funding from the  Community Health Protection Grant Program and Carl Moyer Program to help improve air quality in the Bay Area.

There have been confirmed cases of canine influenza in the East Bay. Though Contra Costa Animal Services has not experienced any cases of the virus, they are strongly urging dog owners in the county to take precautions. Please view their informational flyer about canine influenza and consider speaking with your veterinarian about precautions you can take, including vaccinating your dog for canine influenza. 

Veterans' Voices to Explore Changes to VA Benefits with County Veterans Service Officers

Veterans Service Officers Discuss Changes to VA Benefits on "Veterans' Voices" local, live talk show produced by Veterans for the community. On Monday, June 17th, 2019 from 7pm to 8pm, we will hear from several County Veterans Service Officers about updates and changes to Veterans Affairs policies.   

The Veterans' Voices monthly program can be seen  live online on the County's website and Facebook @Veteransvoices1. The show will broadcast live and re-run multiple times on Contra Costa Television (CCTV) at CCTV can be found on Comcast Channel 27, Astound Channel 32, and AT&T U-Verse Channel 99 throughout Contra Costa County.
We will cover topics ranging from Agent Orange Blue Water Navy Service, Pension Changes, The Mission Act, and Appeals Modernization Act.  We'll also learn about the work done by the County Veterans Service Officers statewide, hear their personal stories, and why they continue to serve Veterans.
County Veteran Service Offices (CVSO) are the key agencies in providing California's veterans with assistance and connection to benefits and services in local communities throughout the state.  CVSOs are a critical component in the state's efforts to work directly with individual Veterans and their families to ensure our Veterans receive benefits they earned through their service to our Nation. CVSOs are on the front lines for this important mission and play a key role in ensuring that Veterans and their families are aware of their benefits, and in fact apply for and receive them.

Starting this week, the Contra Costa Fire Protection District will be enforcing Weed Abatement Minimum Standards. 

"Weeds" means all wild plants growing on streets or private property in this jurisdiction. These include sagebrush, chaparral (chamise, coyote brush, greasewood, broom brush, buckwheat), dry grass, stubble, brush, and litter, or other flammable materials which are capable of being ignited and endangering the public safety by creating a fire hazard.
Property owners are ultimately responsible for managing their vegetation to meet fire district requirements. The Minimum Standards can be found here

Area Agency on Aging Launches Survey to Help Seniors and Caregiver

Contra Costa County's Area Agency on Aging (AAA) has announced its 2019 Needs Assessment Survey of residents who are 60 years or more. The survey's purpose is to gather valuable data on the service needs of older adults and their caregivers residing within the county's 19 cities.  

The AAA is encouraging all seniors and caregivers to respond to the survey so the agency can collect accurate data for implementing services for the community. The Needs Assessment Survey is available online at:

 Seniors and their caregivers may take the survey from May through September 2019. AAA will tabulate the results during the fall and winter months, and present at the agency's public meeting in March 2020.

The AAA Needs Assessment Survey is key to the entire planning and service delivery process. The survey will inform the development and implementation of the Contra Costa Four-year Area Plan on Aging. The goal of the Four-year Area Plan on Aging is to provide a comprehensive view of how local services will address the need(s) the survey identifies, and demonstrate integration into the community service network.

 Contra Costa County's AAA mission is to provide leadership in addressing issues that relate to older Californians, to develop community-based systems of care that provide services which support independence within California's interdependent society, protect the quality of life of older adults and persons with functional impairments, and promote citizen involvement in the planning and delivery of service.

Summer Library Lunch Program

The Contra Costa County Library is serving free lunches to kids at eight library locations in the county this summer in an effort to prevent a summer nutrition gap. Many low-income children face nutrient deficiencies when school closes for the summer break.

"The ideal learning environment for children is one that includes a nutritious meal that allows them to focus on reading instead of hunger," said Supervisor Karen Mitchoff. "The Library can help by providing the space and the food to help them succeed."

Lunch at the Library is a project of the California Library Association, supported by the California State Library with funds from the State of California, to unite libraries and summer meal providers and keep kids healthy and engaged when school is out.

In addition to lunch, the libraries will offer a variety of free programs including board games, arts and crafts, musical performances, Legos, movies, and more. Lunches are free for kids and teens 18 and under. For more information about the Lunch at the Library program visit,

ConFire's 10,000 High School Students  Hands-Only CPR Initiative

As the 911 emergency ambulance provider for most of our county, Contra Costa County Fire EMS, with support from the ambulance transport Alliance partner, AMR, is launching an ambitious initiative this fall to train every high school student in the Contra Costa County Fire Protection District to save lives in our communities using simple Hands-Only CPR.

The justification is simple, too - every minute a sudden cardiac arrest victim goes without care, their chance of survival drops by eight to ten percent. Other communities have doubled their citizens' survival rates, in part, because high school students are trained as part of their standard academic curriculum.

The goal is to save lives by training more than 10,000 Contra Costa County high school students during the 2019-20 academic year.

Perhaps the best news for administrators, faculty, students, and the community is Hands-Only CPR training, based on the American Heart Association standard (, can be accomplished in an interactive and fun 10-minute class.

Training is being scheduled beginning with the start of the 2019-2020 academic year and will be conducted by uniformed Con Fire firefighters and AMR paramedics. The non-certification training includes a fun and age-appropriate video, a hands-on-mannequin practical portion, and a leave-behind reminder card - all designed for the high school student. Training can be hosted during assemblies, physical education classes, or lunch periods. The video can be found here.

Contra Costa County Library Celebrates Outer Space with Summer Reading 2019

The Contra Costa County Library is launching into Summer Reading on Saturday, June 8. The program is the Library's yearly effort to keep kids reading during the summer months, preventing "brain drain." 

This year's theme is "Take Me to Your Reader" and celebrates everything about outer space in commemoration of the 50th anniversary of the Apollo missions. The Apollo missions included the first moon landing, which occurred on July 20, 1969. To mark this important accomplishment in space history, Summer Reading will include programming, experiments and challenges all with outer space in mind. 

Special programming will include:
  • NASA Astronaut Dan Bursch, veteran of four space flights, talking about his experiences on the International Space Station
  • Dr. Pascal Lee, Director of the Mars Institute, sharing his knowledge and experiences in planning future human missions to Mars
  • Exploration Stations which include fun activities, hands-on experiments and demonstrations
For babies, the pre-reading program is meant to encourage early literacy practices in families while the baby's brain is still in a critical developmental phase. Summer Reading also includes activities, programming and challenges for teens and adults.

Readers of all ages can participate online or use a paper reading passport. Completed passports or online completion certificates should be returned to one of the 26 Contra Costa County Library branches by Thursday, August 8. All finishers will receive a book and be entered into a drawing to win prizes. 

Drawing prizes include: Oakland Athletics tickets, San Francisco Giants tickets, Six Flags Discovery Kingdom passes, Oakland Zoo passes, LEGO NASA set, Celestron telescope and more.

Summer Reading runs from Saturday, June 8 to Thursday, August 8.

Contra Costa County Public Works Department

The Contra Costa County Public Works Department will begin construction of the Marsh Creek Road Traffic Safety Improvements project. The project will consist of installing a centerline rumble strip, restriping of the centerline, and traffic sign replacement and upgrades along the 14-mile stretch of Marsh Creek Road between the Cities of Clayton and Brentwood. Improvements will also include a streetlight installation on a wooden pole, and two solar flashing beacons at the intersection of Marsh Creek Road and Deer Valley Road. Construction will begin on Monday, May 20, 2019, with completion by July 1, 2019, barring unforeseen circumstances. Drivers can expect traffic delays up to 30 minutes. Work hours will be 8:30 a.m. and 4:00 p.m. to minimize impacts to commute traffic.
Funding for this project is gas tax revenues provided by the SB1 Road Repair and Accountability Act and the Highway Safety Improvement Program funds. More information for this project can be found at

Books at the Pleasant Hill Library

The Pleasant Hill Library was opened in 1961. The physical size of the library and its adjacency to the former Library Administration reflected the then-library organization as a large central library with satellite branches. The intent of the central library was to support patrons with in-depth reference or collection needs while also serving as a repository of special collections. In 2006, Contra Costa County Library made the strategic decision to transition from a central library organization to a peer library system, where a full range of library services are intended to be delivered at the first point of contact rather than referring the patron to a central library location. This meant that the Pleasant Hill Library was no longer considered the central library; and in fact, there is no central library in Contra Costa County. Instead, each library is focused on the needs of the local community. 
The peer library model has continued to develop since 2006. Patrons are able to place holds on library items in any County library or online and have those items shipped to the patron's preferred library for pick up. The County Library system also participates in Link+ which allows patrons to request items from libraries throughout California and Nevada for a temporary loan. Since the advent of the Internet, the County Library system has sought to make a variety of resources available including Rosetta Stone, Discover and Go, eBooks, audiobooks and much more. 
The County Library system operates 26 community libraries throughout the County. While each peer library houses popular browsing collections, items are purchased and circulated for everyone in the county to enjoy. 
The Library applies industry standards to assess materials in the collection by regularly conducting collection maintenance in an effort to keep the collection current, in good physical shape and consistently utilized. With continued maintenance, patrons are able to easily locate materials and discover new items. This maintenance is done in accordance with the Contra Costa County Library Collection Development Plan. The Plan includes guidelines for deselection of materials as follows:

Deselection is an evaluation of resources intended to remove items that are no longer useful from the collection. When libraries do not deselect regularly or consistently, customers have trouble finding interesting and relevant materials. Removing outdated or worn-out items makes the collection more visually attractive and more inviting to users. It helps assure patrons that the library supplies up-to-date information that is easy to find. Library staff may deselect items if they are obsolete, little used, in unusable condition, superseded, or replaced by a new edition or a better title on the subject. 
Deselection can help staff identify the gaps in collection areas and creates much needed space for new materials. Deselection also increases circulation by drawing attention to materials that had previously been overlooked. 

I understand that the deselection of books may be alarming, but this common practice yields higher circulation rates, better access and insures that the entire county collection is current. This applies to the circulation collection and does not affect the Historical Collections, which are part of a Grand Jury Report that the Board of Supervisors will be responding to in July.

Deselected books from all 26 libraries will be added to the Annual Book Giveaway this summer. This plan is available to the public and can be found on the library website at under Library Policies - Collection Development Plan.

Making Travel Plans? Make Sure You're Immunized Against Measles 

People planning international travel should ensure they have already received the recommended two doses of measles, mumps and rubella (MMR) vaccine.
Nationwide, confirmed measles cases in 2019 total 704, the highest since 1994. Nearly all these cases have been linked back to international travel by unvaccinated people and subsequent spread in unvaccinated populations in the U.S.

The Centers for Disease Control and Prevention (CDC) recommends two doses of MMR vaccine for everyone: the first dose at 12-15 months of age and the second dose at 4-6 years of age. Adults traveling internationally should get vaccinated for measles if they did not receive the two doses as children. Vaccination is the best protection against measles.

Talk to your doctor about travel immunizations at least four to six weeks before traveling. For those travelling internationally with a baby older than 6 months but younger than 12 months, the CDC recommends that the baby receive an early dose of MMR vaccine.
Infants and young children who contract measles are at risk of serious complications. More information about recommended vaccines for travelers is located on the CDC website:

While no measles cases have been identified in Contra Costa County this year, Contra Costa Health Services is taking steps to increase public awareness about MMR vaccination and the spread of the disease and has increased the hours of its Travel Immunization Clinic on Fridays in Martinez.

Measles is so contagious that if one person has it, up to 90 percent of the people close to that person who are not immune will also become infected. A person with measles can spread the disease to others even before they have any symptoms. A person develops measles from 7 to 21 days after being exposed to someone who is contagious with measles. Common symptoms of measles include fever, cough, runny nose, red eyes, and a rash.

If you are unsure of your immunization status or may have had contact with someone with measles, consult with your doctor. It is very important to call ahead to any medical facility before going there and tell them that you may have been exposed to measles, so that the facility can take measures to protect other patients and visitors.

Board and Commission Vacancies 


The Contra Costa County Board of Supervisors has established many boards, committees, and commissions to which it appoints Contra Costa residents to serve, on a volunteer basis, to advise the Board on the myriad of programs and issues under the Board's jurisdiction. Contra Costa residents are encouraged to participate in their County government, and to put their expert knowledge and experience to work in their communities by applying to serve on a Board advisory body.  

Supervisors appoint individuals to various boards within their district.  Currently there are vacancies for District IV representatives on the following boards: 

1. Mental Health Commission - Consumer Seat
2. Library Commission - Alternate District IV Seat
3. Economic Opportunity Council - District IV Public Sector Seat

The County is updating its General Plan, Climate Action Plan and Zoning Code - a project called "Envision Contra Costa 2040" - setting a path for the future of conservation and development in the unincorporated county for the next twenty years.
