About the Measure X Housing Fund
Measure X is a countywide 20-year, ½ cent sales tax approved by Contra Costa County voters on November 3, 2020; collection of the tax began on April 1, 2021.
On November 16, 2021, the County Board of Supervisors approved Measure X funding for a new Housing Fund. Beginning in 2023, Measure X will provide up to $12M million annually for housing and related services across Contra Costa County.
The 20-year total is anticipated to be $258 million.
Housing Fund Program Goals
- Support the affordable housing needs of Contra Costa County residents
- Top priority to fund affordable housing production and preservation
- Prioritize filling funding gaps not addressed by other sources

Affordable Housing Funds
Funds Available
75% of annual housing funds are allocated to Affordable Housing, Homeless Prevention, and related Innovation and Capacity Building projects.
The Affordable Housing funds are distributed through the Affordable Housing Notice of Funding Availability (NOFA)
Eligible Projects
- Acquisition, pre-development, construction, rehabilitation, and operating and reserve funds
- Supportive services necessary to maintain housing, including legal services and rental assistance
- Housing innovation pilot programs
- Technical assistance to build capacity of non-profit housing developers and housing service providers
- Grant-writing

Governmental agencies, non-profit organizations and developers, and for-profit developers

2023/24 Measure X Housing and Homeless Services NOFA/RFP
The Department of Conservation and Development (DCD) and the Contra Costa Health Services Department, Health, Housing and Homeless Services (H3) Division, otherwise referred to as “the County”, are seeking qualified, experienced, community-based providers to participate as contractors to serve people experiencing homelessness and people at risk of experiencing homelessness. The funding for this RFP includes, but is not limited to, Contra Costa County’s Measure X Housing Fund.
Measure X is a voter-approved 20-year tax initiative that will provide funding for many critical services in Contra Costa County, including services for people at-risk of homelessness and experiencing homelessness. On November, 16, 2021, the Board of Supervisors approved and committed a portion of Measure X funds for the creation of the Measure X Housing Fund to support the development of new affordable housing, homeless prevention services (including tenant legal services and rental assistance services), innovation/capacity building activities, and homeless crisis response services. This RFP is only soliciting responses for homeless prevention services, innovation/capacity building activities, or homeless crises response services.
Responses to this RFP may also be considered for other homeless services funding streams in addition to Measure X Housing Fund funding during the application review process. Details about the various funding streams are included in the RFP. Please see important dates below and full details in the posted Request for Proposals posted below. Responses to the RFP are due no later than March 3, 2023 by 5:00 pm.
